In a major change affecting thousands of trailer owners, the State is proceeding with new legislation, as Law 5290/2026 introduces for the first time a clear and mandatory framework for the legalization of trailers in categories O1 and O2.

This regulation provides a definitive solution to a long-standing issue, as until now many trailers—especially those used for transporting boats, jet skis, or motorcycles—were operating with a Special Towing Note (E.S.R.) without having a license or registration plates.

Mandatory Technical Inspection by KTEO

A central role in the new system is assigned to KTEO (Vehicle Technical Inspection Centers), which will now be responsible for conducting a special technical inspection for trailers.

This inspection aims to:

  • Confirm technical suitability

  • Enhance road safety

  • Establish a unified and reliable inspection system

The process will be further specified through a ministerial decision to ensure uniform implementation without ambiguity.

The Process for Owners

To legalize a trailer, owners must follow specific steps:

  • Gather the required documents (such as the E.S.R.)

  • Issue an electronic fee (e-paravolo) of €200

  • Undergo a special technical inspection at a KTEO

  • Submit an application to the competent Regional Transport and Communications Authority

The application is submitted once, without requiring physical presence, and applies to one vehicle for private individuals or up to 30 vehicles for businesses.

What Changes in Practice

The most important change is that:

👉 No trailer can circulate without a license and registration plates.

This means that the previous system using the Special Towing Note is no longer sufficient.

In case of non-compliance, penalties will be imposed according to the Road Traffic Code.

Technical Specifications and Safety

Beyond legalization, trailers must meet basic technical requirements, such as:

  • Maximum weight up to 3,500 kg

  • Mandatory technical inspection for trailers over 750 kg

  • Proper lighting and reflectors

  • Braking system where required

  • Secure loading using nets or straps

  • Good condition of tires and components

These specifications aim to reduce accidents and ensure safe transport of loads.

When It Comes into Force

The implementation of the new framework begins on April 30, 2026, subject to the issuance of the relevant ministerial decision that will define the details of the technical inspection.
